Jaffar Masoud Mbwana is a Budget facilitator and paralegal. He is the founder and president of Faza Youth Action Group, an established Human rights and Youth Organization based in Lamu County. Jaffar holds a certificate in programming and networking from the Kenya Institute of Professional Studies and a Diploma in community development and social studies from Mount Kenya University. He was awarded the Human Rights Defender Unspoken Hero of the Year 2018.

Jaffar has worked with Muslims for Human Rights (Muhuri), among the pioneers and founders of Save Lamu, a human rights organization advocating for a clean environment. He is Part of the team representing human rights organizations in formulating the public participation and civic education policy draft – Lamu County, Lamu County disaster management policy and Lamu County public participation and Civic Education Act.

As a trained budget facilitator, Jaffar supports the Coast Regional Budget Hub interventions within Lamu County. He works with over 50 trained Budget Champions, mainly youth, and is also Part of the mobilization and advocacy team at the Coast Regional Budget Hub.
